Kami Tenka literally means 'Descent from Heaven'. After making a pact with a certain god, that person's family/clan gain the ability to tap into it's power. For instance, the Kami Tenka for Ares would have amazing strategic abilities, as well as intense taijutsu and genjutsu with the cost of ninjutsu.

These Kami Tenka clans are very powerful. And also, very rare. After the statue holding the tailed beasts have been destroyed by Naruto, the beasts were set free. Instead of going to rejoin their hosts right away, they went straight to the Spirit World, the place all summons come from. Because of such monstrous beings inhabiting the spirit world, it began cracking. A new door was opened into the realm of the Gods.

Most gods wanted nothing to do with the humans. That's why they lived in a paradise world of their own creation. Some, however, thought it would be fun, or amusing to lend the humans their powers, and allowed for deals to be made, resulting in the Kami Tenka. Gods Descent From Heaven.

However, some gods have decided to leave their paradise spirit world. Those that left have caused great disasters. Their sheer presence alone causes earthquakes, volcanic eruptions, even Typhoons. Certain Shinobi have been tasked with returning these gods to their homeland and sealing it, taking the name "Desukorekutāzu", or Death Collectors.

The Akatsuki, however, have formulated a new plan. By using the power of these gods, they can create a new world. One with them as leaders. After they create their new planet, their new galaxy, their new universe, wherever they decide to stop, they will destroy the old one. That can`t be allowed to happen.
